Jing Luan

Jing Luan, Ph.D. is President of San Mateo Colleges of Silicon Valley and Provost of International Affairs of San Mateo County Community College District. He received his Ph.D. from the Mary Lou Fulton School of Education at ASU, Professional Certification from UCSC and Harvard University.  
He is the past-Chairman of Study California (, former Vice President of Community Colleges for International Education (CCIE) and Vice President of the Global Beca Foundation, and founding director of the College University Partnership (CUP). He has been president of many of his professional organizations, including the American National Research and Planning Council for Community Colleges (NCCCRP), member of the the San Mateo County Workforce Investment Board, and Achieving the Dream Coach – a National Initiative by the Bill and Melinda Gates Foundation.

George Kacenga
Past President

George F. Kacenga is the Executive Director of Global Engagement at Purdue University Northwest. 
Professionally, Dr. Kacenga is an active member of several professional associations including NAFSA: Association of International Educators’ Leadership Development Committee, American International Recruitment Council (AIRC) as the chair of the conference planning committee, Association of International Education Administrators (AIEA), The Association

for International Credential Evaluation Professionals (TAICEP), American Association of Collegiate Registrars and Admissions Officers (AACRAO), and the Fund for Education Abroad (FEA). He recently joined the TAICEP Committee for Fundraising as chair, in addition to serving on a steering committee for FEA.

Previously, he has held administrative positions as the Director for International Enrollment Management for the Office of International Affairs (OIA) at the University of Colorado Denver, University of Pittsburgh, Point Park University, and Saint Vincent College.

Vanessa Andrade
Institutional Delegate
Originally, from Brazil, Vanessa Andrade has a rich background in international education. In the US, before joining CSUN over 5 years ago when she fully immersed herself in the world of international higher education, she was an ESL school director and regional director for Kaplan International Colleges in the Los Angeles region among other roles. In Brazil, she was a former EFL instructor and a language school owner. Her experiences are diverse having dealt with a variety of tasks including recruitment, program partnership development, customer service support, program operations, agency management, SEVIS management, ACCET accreditation and setting up TESL centers overseas. Vanessa has over 20 years of work experience in international education (about 10 years in Brazil and over 10 years in the United States).

Salma Benhaida
Institutional Delegate

Salma Benhaida is the Director of International Recruitment, Admissions, and Sponsored Student Services at Kent State University where she overseas international recruitment and admissions over the eight-campus system. Salma also acts as liaison between Kent State University and various sponsoring agencies and foreign embassies to advance her institution’s objectives and strengthen bilateral collaborations. Salma started her career in international education while completing her Master’s at the University of Akron where she held a Graduate Assistantship in the Office of International Programs. She currently serves the NAFSA: Association for International Educators on their Trainer Corp team teaching International Recruitment and credential evaluation workshops. She also serves as the Recruitment, Advising, marketing & Admissions (RAMA) network leader in NAFSA’s International Enrollment Management knowledge community. Salma enjoys presenting at various national and international conferences (AIRC, NAFSA, OACAC, EducationUSA Forum). Salma is fluent in English, French and Arabic.

Bryan Gross 
Institutional Delegate, Treasurer
Bryan is Vice President for Enrollment Management at Western New England University.  In this role he manage the Offices of Undergraduate and Graduate Admissions, Student Administrative Services, which includes financial aid and the registrar, as well as the Office of First Year Students and Students in Transition.  The First Year Office encompasses all activities related to new student orientation, academic monitoring for first year students, our Peer Advisor Program and the strategic planning for all University retention activities. 

Prior to this role, Bryan was the Associate Vice President for Enrollment Management at St. John’s University in New York City and the Associate Vice President for Admissions at the University of Bridgeport in Bridgeport, CT. At St. John’s University, in addition to the Offices of Undergraduate and Graduate Admission and the registrar, he supervised the Office of International Student Services, which provided support services to more than 1,400 international students across three New York Metropolitan campuses. In his three years there, he developed a strategic international recruitment plan that introduced the formal practice of working with commission based agencies, which ultimately led to an enrollment increase of more than a hundred new international students.  

Sophia Iliakis Doherty
Institutional Delegate
As Associate Dean for International Programs at Peninsula College in Port Angeles, Washington, Sophia Iliakis-Doherty directs and oversees all international activities. She is a member of various professional organizations associated with international education including, but not limited to AIRC, NAFSA and NIEA.
Prior to her move to Peninsula College, she worked at Green River College and Highline College, as well as Kaplan/LCP Language Programs in Seattle and Highline (all in Washington State). Her positions mainly focused on international student recruitment and agency development.  
Sophia holds a Master’s Degree in Communication and Leadership from Gonzaga University with concentration in in College Teaching of Communication. She has a Bachelor’s Degree (double major) in Public Relations and Italian Language and Culture. Sophia completed a graduate study abroad program in Derry, Northern Ireland focused on Peacebuilding Through Dialogue, as well as a year of study abroad in Florence Italy as an undergraduate. She taught English in Japan for three years on the Japan Exchange Teaching (JET) Program.


William Guo

William Guo is co-founder of Can-Achieve International Education since 2008. He graduated in 2000 from Beijing Foreign Studies University with a bachelor of art and worked in South Africa for over 2 years. He is an innovative entrepreneur in leading Can-Achieve to grow from a 9-staff, one office company to over 400 staff, 16 global offices around the world. In 2017, he successfully invited Bright Scholar, the largest K-12 company with over 60 schools to become our shareholder with 35000 students in their schools. He is also an educational investor in international high schools and education companies. 

Sushil Sukhwani

Sushil is a Graduate of Commerce from the Mumbai University. After his Graduation he then pursued an MBA in Service Marketing from Bond University, Australia in 1991. Sushil spearheaded the concept of an overseas education consultancy in India in 1991 and established Edwise in India which was the primary overseas education consultancy of its kind.

Edwise under the management of Sushil is the end to end solution for a student’s complete international study needs & is today India’s Leading Overseas Education Consultancy. Sushil’s professional portfolio not only ends with being the director of India’s leading overseas education consultancy. He is also the Director of Blue Star Travels, a travel agency which is one of Western India’s largest. Apart from this he is also a Director in Micro Solutions Private Limited, a franchisee of Aptech Limited, which deals with training students on various softwares and programming languages.

Abhijit Zaveri
Agency Delegate

Abhijit Zaveri is the Founder and Managing Director of Career Mosaic Pvt Ltd. He is an MBA from University of New Have, Connecticut (USA). Having been an international student in USA himself, Career Mosaic was setup in 2001 by him to guide and assist aspiring students to achieve their study abroad dreams. Abhijit Zaveri and his team always are in close communication with senior university officals and agency partners, as they work directly with them. 

Career Mosaic is a regular particiapant of the AIRC (, ICEF ( NAFSA ( Confernces in USA and Canada. Abhijit routinley delivers presentations on Strageities for International Student Recruitment at the ICEF and AIRC conferences in North America.


Non Voting Board Members

Mike Finnell
Executive Director


Michael Finnell has three decades of experience in the international education and exchange field. Most recently he has been consulting in international education including developing new youth exchange organizations and an online course for university students and their parents as they prepare to study abroad. Prior to this he was is the President and CEO of Youth For Understanding USA. During his time with YFU he led the creation of new student exchange organizations in China, India, Thailand, Vietnam, Ghana, Liberia and Italy. He also served as Deputy Director in the International Secretariat of Youth For Understanding. Previously, he was the Director of World Affairs Programs at Meridian International Center, an Associate for Training and Member Services at the National Council for International Visitors (now Global Ties U.S.). Early in his career he also worked at NAFSA and at the Liaison Group for International Educational Exchange (now the Alliance for International Educational and Cultural Exchange). He holds a B.A. in Anthropology from the University of Kansas and a M.A. in International Affairs from the University of Pennsylvania. Mr. Finnell has also previously resided in Japan, Italy and Germany for fourteen years.


David Di Maria
Advocacy Chair
Dr. David L. Di Maria serves as Associate Vice Provost for International Education at University of Maryland, Baltimore County. 

Prior to joining UMBC, Dr. Di Maria served as Associate Provost for International Programs at Montana State university and Director of International Programs and Services at Kent State University.

He has also held several volunteer leadership positions including AIRC External Reviewer, Chair of NAFSA's International Enrollment Management Knowledge Community and Excutive Committee member of APLU's Commission on International Initiatives. He is former AIEA Presidential Fellow and the editor of Managing a Successful Intrnational Admissions Office: NAFSA's Guide to International Admissions.  

Ismael Betancourt,
Chair, Certification Commission

Ismael J. Betancourt, E.M.IB. is the Assistant Provost for Global Education and Engagement at Radford University in Radford, VirginiaLeadership Areas: International Student and Scholar Services, Intensive English Program, Malaysia Branch Campus, Hong Kong Branch Campus, Student Conduct Board/Judicial Affairs, Office of Housing and Residence Life, Office of Student Activities (includes New Student Orientation, Student Government Association, Clubs and Organizations, Greek Life, Student Leadership, Campus Ministry, and Choir), Office of Counseling and Wellness, the Recreation Center, Disabilities Services, Dining Services, Security, Campus Store, Campus Events, Bookstore, Retail Rental Space, Mail Room and Print Shop.
